The other side
A marriage licence allocates property, next-of-kin authority and the cost of leaving. That is its function. It records commitment and cannot manufacture it. Couples who wed because a pregnancy arrived have chosen a partner under deadline, and the exit they may later need runs through courts and lawyers. Children need adults who stay. Order of operations does not feed anyone.
