A mandate operates through penalty. Someone who declines loses a job or a child's school place. That force lands hardest on people with the least room to absorb it, and it hands officials authority over which needle enters which arm. Consent given under threat of unemployment is thin. Trust in health agencies is slowly built and quickly spent. Persuasion survives a scandal. Coercion does not.
