The cost falls on the passenger who emptied a full bottle at security because a rule said so. Security created that market. Scarcity did nothing. Nothing about the delivery is hard, and a working fountain usually sits twenty feet away. Concession rent explains the six dollars. Explaining is not justifying. A remote hardware store earns its markup better.
